Falling. The EC Council of Ministers, on the one hand, in accordance with the conditions for recognition for anticipated by international law, does not slow the fact of their statehood. But, on the other hand, contrary to international law and on it, the established practice, the Council formulates a series of recognition criteria, in addition to those provided by the positive international law (the Declaration on the Guidelines for recognition of the countries of Central and Eastern Europe and the Declaration for Yugoslavia). The satisfaction of these criteria is assessed by the arbitration (Badenterova) commission. Its conclusion is that only RSL and RM did. However, only RSL gets international recognition from EC states. The Republic of Macedonia does not receive recognition due to the opposition of such an act by the WG. The consequence of this relationship is the prolonged process of international recognition, that is, recognition of the Republic of Macedonia from a series of countries not under its constitutional name, but under the determinant “the former Yugoslav Republic of Macedonia”.
