Shkaric, Svetomir

Shkaric, Svetomir (Dojran, 1 and 1941) – Lawyer, UNIV. Professor. He finished elementary education in Dojran and Gevgelija, and a gymnasium in Strumica (1960). He was the winner of the first two games in the Oratory at the Skopje University (1961 and 1962), a participant of four youth work shares on the highwayBrotherhood and Unity” (1958, 1959, 1962) and the student work action to clear the ruins of the earthquake in Skopje (1963). He graduated from the Faculty of Law in Skopje (1965). He actively participated in the student protests at the Belgrade University (1968). Masters Degree (1972) and Ph.D. at the Faculty of Law in Belgrade on the topic “The meaning of the delegate in the socio-political system of Yugoslavia” (1978). He was elected as an assistant (1969), for assistant (1978), for extraordinary (1983) and for full professor at the Faculty of Law in Skopje (1988) after constitutional law and political system. The faculty was the founder of scientific disciplines: a comparative constitutional law (1993), the constitutional right of Europe (2005), political theories and theories of peace and conflicts. He had a study in Grenoble (1971-1972), in Sapporo and Tokyo (1996). He was director of the Institute for Sociological and Political and Legal Research in Skopje (1978-1982), member of the European Committee on Legal Cooperation of the Council of Europe (1998 -2003), a judge of the European Civil Court in Berlin for determining the responsibility of German MPs and politicians for the bombing of SR Yugoslavia (1999-2000) and visiting professor at the Faculty of Law at the University “Monteskje” in Bordeaux, France (2002). He participated in the Congresses of the International Association for Constitutional Law (1983, 1995, 2007), the International Association for Political Science (1978 and 1982), the International Peace Research Association (1996, 1998, 2000 and 2002) and the World Public Forum – Dialogue of civilizations (2005 and 2007), as well as on a number of international scientific conferences and symposia of thirty universities from all continents. The submitted papers published in the book “Macedonia on all continents: peace, democracy and geopolitics” (Skopje, 2000). He published over 150 articles in the field of constitutional law, political sciences and peace studies, of which most of the French, English, Russian and Japanese language. It is now president of the Association for Constitutional Law of Macedonia (1994), UN election expert (1998-), a professor of constitutional law of the Faculty of Law at the University “Goce Delcev” in Stip (2008-), adviser to the President of the Republic of Macedonia (Since 2009).
