Consensual democracy in the SRM / RM -. (Lat. Consemenius – consent), decision-making on the harmonized attitudes between two or more collectives in divided and plural societies. This decision-making system began to apply in the SRM since 1971. During the procedure for amending the Constitution of the SFRY and in the adoption of self-governing agreements and social agreements. Wider application experiences after the signing of the Framework Agreement (13th 2001) and the adoption of constitutional amendments (16. XI 2001), after which the Parliament of the Republic of Macedonia introduces the double majority of votes: a majority of votes from the present MPs and majority votes from the deputies who They belong to communities that are not the majority in the Republic of Macedonia (Badinter majority). This type of majority adopts laws of interest to minority communities and is amended by the preamble and the constitutional provisions governing minority rights. The consensus democracy is also realized through other forms of cooperation, especially through the ruling coalition of parties from the Macedonian and Albanian ethnic bloc.
